Problem niewybuchów i niewypałów pozostałych po woj- nie nie był już tak palący jak jeszcze w latach 40. i 50., tym niemniej zdarzały się jeszcze „bombowe” znaleziska, szcze- gólnie podczas prac budowlanych.
Błędne, nieekonomiczne inwestycje oraz nierealne, po- litycznie dyktowane plany produkcyjne destabilizowały sytuację w przemyśle. Przestarzałe technologie miały ni- ską wydajność i niszczyły środowisko naturalne. Kondycję ekonomiczną kraju pogarszały zła organizacja pracy oraz wyrabianie norm, często kosztem jakości. Powszechne były brakoróbstwo i konieczność naprawy dopiero co oddanych inwestycji, jak np. Dworca Centralnego w Warszawie. Pra- cownicy wynosili wiele artykułów z zakładów pracy, ponie- waż nie były możliwe do nabycia na centralnie sterowanym rynku.
Z kolei w administracji istniało ukryte bezrobocie, wywo- łane przerostem biurokracji. We wszelkiego rodzaju biurach
Militia officers were supported by the Citizen’s Militia Vol- untary Reserve (ORMO). ORMO officers helped to secure large mass events, participated in the patrol service and con- trolled the traffic within Road Traffic Brigades.
Although the problem of unexploded bombs and unfired rounds left after the war was not as urgent as in the 1940’s and 1950’s, bombs were still found here and there, especially during construction works.
Unsuccessful, unprofitable investment projects and un- realistic production plans dictated by politics undermined the situation in the industry. Obsolete technologies were inefficient and harmful to the environment. The economic condition of the country declined due to improper work or- ganization and ‘working out the quota’ at the expense of quality. Sloppy work and the necessity to repair newly com- pleted investment projects, e.g. the Central Station in War- saw, happened on a daily basis. Many items were ‘stolen’ by

In the area of administration, on the other hand, there existed hidden unemployment caused by the excesses of bu- reaucracy. Employees of every office always celebrated holi- days, birthdays and name days riotously, putting official du- ties aside. It is no wonder there were numerous complaints about offices’ work, which sometimes even reached the ears of the authorities, evoking their – often effective – reaction.
